Staff Summary
• HUD requires the submission of an AAP and associated amendments to govern expenditure of federal housing and community development funding for each program year.
• The first amendment to the PY 2023 AAP makes the following changes:
o Consolidation of $165,827.78 of prior year CDBG funds to Youth Conservation Corps. (YCC) for the rehabilitation and resale of affordable single-family homes.
o Reallocation of $300,000 of CDBG funds to support the continued acquisition, rehabilitation, and rental of scattered-site single family homes in Lake County, IL.

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, the proposed first amendment to the Program Year 2023 (PY 2023) AAP consolidates of $165,827.78 of prior year CDBG funds to Youth Conservation Corps. (YCC) for the rehabilitation and resale of affordable single-family homes; and
WHEREAS, the proposed first amendment to the PY 2023 AAP reallocates $300,000 of CDBG funds to support the continued acquisition, rehabilitation, and rental of scattered-site single family homes in Lake County, IL.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the first amendment to the PY 2023 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended PY 2023 AAP.
