Staff Summary
* For the past nine years (2014-2023), Lake County has provided grant administration and management services for the North Chicago CDBG program.
* This intergovernmental agreement defines the roles and responsibilities for the County and the City for the implementation of the CDBG program.
* Both the City of North Chicago and Lake County desire to continue this arrangement for the next three years, which requires the approval of a third three-year agreement.
* The agreement has been reviewed by the Lake County States Attorney's Office.

RESOLUTION

WHEREAS, the U. S. Department of Housing and Urban Development (HUD) provides Community Development Block Grant (CDBG) funding to entitlement communities; and

WHEREAS, the Lake County (County) meets the HUD definition of an entitlement community as an Urban County; and

WHEREAS, the City of North Chicago, Illinois (City) currently qualifies as an entitlement community as a Metropolitan City; and

WHEREAS, the status of an Urban County must be renewed every three years; and

WHEREAS, the requalification process allows for a Metropolitan City to defer its status and exists as part of the Urban County; and

WHEREAS, the City has agreed to defer its status as a Metropolitan City; and

WHEREAS, it is necessary to enter into a Joint Agreement with the City to define the roles and responsibilities of the City and the County to administer the CDBG program; and

WHEREAS, the proposed ninth amendment to the PY 2019 AAP reallocates a total of $51,946.86 of ESG-CV funds from rapid re-housing (A Safe Place) into shelter (PADS Lake County).
