Staff Summary
• Lake County, the City of North Chicago and the City of Waukegan have formed a consortium since 1991 in order to take a more regional, collaborative approach to meeting affordable housing needs.
• Lake County serves as the Lead Entity of the HOME Consortium and assumes overall responsibility for compliance with the HOME program requirements.
• Pursuant to HUD requirements, the HOME Consortium Agreement must be renewed every three years for all three jurisdictions to continue operating as a consortium.
• The agreement has been reviewed by the Lake County States Attorney’s Office.
• The agreement has been revised to align the proportion of funding directed by each consortium partner with HUD’s report on the percentage attributed to each jurisdiction.

RESOLUTION
WHEREAS, the Cranston-Gonzalez National Affordable Housing Act provides funding under the HOME Investment Partnership Program to further affordable housing efforts; and
WHEREAS, Lake County and the Cities of North Chicago and Waukegan have formed a consortium since 1991 to take a more regional, collaborative approach to meeting affordable housing need; and
WHEREAS, the US Department of Housing and Urban Development requires that the consortium be recognized with a legal agreement that is subject to renewal every three years; and
WHEREAS, all consortium partners wish to renew the agreement.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that that the HOME Investment Partnership Program 2024-2026 Consortium Agreement with the Cities of North Chicago and Waukegan is hereby approved; and
BE IT FURTHER RESOLVED, that the County Board Chairman is authorized to execute all necessary documents to submit the agreement to the US Department of Housing and Urban Development.
