Resolution amending the Housing and Community Development Commission (HCDC) By-Laws.
Staff Summary
• The Lake County HCDC was formed by the Lake County Board in 1976 to “accomplish the purpose of the (federal) Housing and Community Development Act.”
• Proposed HCDC By-Law changes will narrow the Executive Committee role and reduce the number of meetings. In order to address issues with achieving a quorum, the changes include increasing the number of meetings in Libertyville.
• An amendment was made at the April 25, 2023, Health and Community Services Committee meeting to strike the quorum language and revise the meeting location to no more than half of meetings will be scheduled in Libertyville.

RESOLUTION
WHEREAS, the HCDC by-laws detail the composition and duties of the HCDC; and
WHEREAS, the HCDC has reviewed and recommended the approval of changes to the by-laws that include reducing the Executive Committee role, the definition of quorum, and switching to two-thirds of meetings being scheduled in Libertyville versus Waukegan; and
WHEREAS, an amendment was made at the April 25, 2023, Health and Community Services Committee meeting to strike the quorum language and revise the meeting location to no more than half of meetings will be scheduled in Libertyville.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the HCDC By-Laws as amended, attached hereto, are hereby adopted for use by the HCDC.
