Staff Summary

•                     The U.S. Congress has appropriated funds directly to recipients for projects located in Lake County, Illinois in Federal Fiscal Years (FY) 2022 and 2023.

•                     An Environmental Review Record (ERR) must be completed by a Responsible Entity for the appropriated funds when the funds are administered by the U.S. Department of Housing and Urban Development.

•                     The attached agreement defines the terms and conditions for Lake County to serve and the RE and complete ERRs for recipients, at their request.

RESOLUTION

WHEREAS, the U.S. Congress has appropriated Federal FY 2022 and 2023 Housing and Urban Development (HUD) funds directly to recipients for projects located in Lake County; and

WHEREAS, project funding needs the completion of an ERR by a RE as defined by 24 CFR Part 58; and

WHEREAS, certain funding recipients do not meet the definition of a RE and have asked Lake County to serve as the RE and complete an ERR for the Project; and

WHEREAS, Lake County agrees to complete ERRs for FY 2022 and FY 2023 recipients subject to the terms and conditions detailed in the attached agreement.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the terms and conditions of the attached agreement is hereby approved; and

BE IT FURTHER RESOLVED, that the County Board Chair is authorized to execute the agreement.
