Resolution authorizing emergency appropriations for Fiscal Year (FY) 2023 in various funds for certain projects, items, and activities budgeted in the prior year and not completed.
Staff Summary
• Since all unused appropriations lapse at the end of each fiscal year, it is necessary to “carry over” unspent budget authority from one fiscal year to the next under certain conditions as defined in the County's Budget Policies.
• These carryover requests include contracts which were unable to be completed in FY 2022 and uncompleted or ongoing projects that will not be complete until FY 2023.
• These items must be authorized through what is termed an “emergency appropriation” in order to transfer the budget authority that was previously granted in FY 2022 to FY 2023. The detailed accounts are included in the attachment.

RESOLUTION
WHEREAS, FY 2022 has nearly ended, and certain projects, goods and activities have been identified in the FY 2022 budget that, for a variety of reasons including COVID pandemic impacts and supply chain issues, will not be received and/or completed by the end of the fiscal year; and
WHEREAS, it is necessary to reauthorize the associate budgets for the projects, goods, and activities in the FY 2023 budget, which will be funded from the unobligated fund balances from the prior year.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that emergency appropriations for FY 2023 in various funds for certain projects, goods and activities which were budgeted in the prior year and will not be completed are hereby authorized as detailed in the attached listing, which is hereby made a part of this resolution.
