Resolution amending rates for the Lake County Sheriff Deputies working off duty “Special Detail” for private business, festival organizers, individuals, and government units which are not part of the normal watch function.
Staff Summary
• The hourly rate charged to private businesses, festival organizers, individuals, and governmental units for special details has been $70 per hour since December 1, 2019.
• The rates paid to employees performing duties while on special detail has been $45.00 per hour since December 1, 2019.
• The Sheriff is requesting to increase the special detail rate charged to private business, festival organizers, individuals, and governmental units by a corresponding amount of $90.00 per hour effective May 1, 2023, and increasing the rates paid to employees performing special detail duties to $67.00 per hour.
• There has been a substantial increase in requests for special details; however, many requests for special details go unfilled due to the rates paid to employees performing these duties.
• All related costs, including administrative costs, will be recovered from the organization who contracted for the special detail service and any fines and forfeitures for any violations will be paid to the County.

RESOLUTION
WHEREAS, off duty “Special Detail” are those assignments established between the Lake County Sheriff’s Office and private business, festival organizers, individuals, and governmental units within the County of Lake, and which are not part of the normal watch function; and
WHEREAS, effective December 1, 2019, the rate paid to employees performing special detail was set at $45 per hour respectively; and
WHEREAS, effective December 1, 2019, the rate for special detail rate charged to private business, festival organizers, individuals and governmental units is $70 per hour; and
WHEREAS, effective May 1, 2023, the rate for special detail charged to private business, individuals and governmental units will be $90 per hour and the rates paid to the employees performing special detail duties will increase to $67 per hour; and
WHEREAS, there has been a substantial increase in requests for special details; however many requests for special details go unfilled due to the rates paid to employees performing these duties; and
WHEREAS, all related costs, including administrative costs, will be recovered from the organization who contracted for the special detail service and any fines and forfeitures for any violations will be paid to the County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that:
1. The hourly rate for special detail charged to private business, festival organizers, individuals and governmental units shall be $90.00 per hour effective May 1, 2023.
2. The billing and collection of these services will be performed by the Sheriff’s Office with all collections deposited into 101-3001110-46290 Special Police Services of the Lake County General Corporate Fund. Deputies will be paid a fixed rate for these details in payroll checks with all applicable deductions.
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to forward a certified copy of this Resolution to the Lake County Sheriff.
