Resolution authorizing a contract, with AVI Systems Inc., Arlington Heights, Illinois, for Lake County Television (LCTV) Renovation and AV Technology Upgrades in an estimated amount of $545,970.
Staff Summary
• The existing infrastructure in the LCTV Control Room on the 10th Floor no longer meets industry standards and is need of replacement.
• The current technology in the Control Room was implemented for an analog setup, which has not been serviced and supported by the industry for many years. This project will upgrade the infrastructure in the Control Room to digital, the current state of technology standards.
• This project also will upgrade audiovisual infrastructure in the Board Room that is connected to the Control Room, such as the cameras used to broadcast Lake County Board meetings.
• Purchasing identified a cooperative purchasing contract with AVI Systems, Inc. through The Interlocal Purchasing System “TIPS” contract 200904, to procure audio visual equipment, supplies, and services.
• The contract authorizes the Purchasing Agent to enter into a contract, with AVI Systems Inc for the scope of this project.
• Pursuant to Chapter 33.115 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement.

RESOLUTION
WHEREAS, the purpose of Lake County Television (LCTV) is to make government more accessible and understandable to Lake County residents by airing public meetings and providing informational and educational video programming about county services, programs, and activities; and
WHEREAS, the infrastructure used to operate LCTV is outdated and no long meets industry standards; and
WHEREAS, upgrading to current technology standards allows staff to operate, support, and maintain LCTV’s infrastructure for years to come; and
WHEREAS, AVI Systems Inc has the expertise to complete the Lake County 10th Floor Infrastructure AV Technology Upgrade project; and
WHEREAS, in accordance with Chapter 33.115 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,
Illinois, that the Purchasing Agent is authorized to enter a contract with AVI Systems, Inc in an estimated amount of $545,970, that will utilize PEG capital reserves set aside in previous years for this project.
