Staff Summary
• The intersection improvements of Darrell Road with Case Road, Neville Road, Dowell Road, and Fisher Road will include installation of roundabouts and non-motorized improvements.
• To ensure proper operations of the roundabouts, the County desires to perform routine and capital maintenance of the roundabouts, street lighting, and signage, including sections of Case Road, Neville Road, Dowell Road, and Fisher Road which are under the jurisdiction of the Wauconda Township Road District (Road District).
• The agreement was approved by the Road District on August 25, 2022.
• This intersection improvement is included in the Transportation Improvement Program as two separate construction projects anticipated to begin in 2023 and designated as Section 13-00107-09-CH.

RESOLUTION
WHEREAS, Darrell Road, County Highway 44, is a designated route on the County highway system; and
WHEREAS, Case Road east of Darrell Road, Neville Road west of Darrell Road, Dowell Road west of Darrell Road, and Fisher Road east of Darrell Road are under the jurisdiction of Wauconda Township Road District (Road District); and
WHEREAS, to ensure the free flow of traffic and the safety and welfare of the traveling public, Lake County and the Road District believe it would be beneficial that the intersections of Darrell Road with Case Road, Neville Road, Dowell Road, and Fisher Road are improved with the installation of roundabouts and non-motorized improvements; and
WHEREAS, Lake County desires to perform routine and capital maintenance operations of the roundabouts, street lighting, and signage including sections of Case Road, Neville Road, Dowell Road, and Fisher Road under Road District jurisdiction; and
WHEREAS, Lake County and the Road District are desirous of entering into an agreement stating the terms and conditions associated with improvements to and future maintenance of Darrell Road at Case Road, Neville Road, Dowell Road, and Fisher Road, a draft copy of which is attached hereto.
NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, are authorized, and are hereby directed to enter into an agreement, and any subsequent amendments, between Lake County and the Wauconda Township Road District for improvements to and future maintenance of Darrell Road at Case Road, Neville Road, Dowell Road, and Fisher Road, and designated as Section 13-00107-09-CH.
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreements and any amendments, to be executed by the County Board Chair and the County Clerk.
