• The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• The Lake County Division of Transportation received Statements of Interest and Qualifications from 14 engineering firms, of which three firms were short listed and presented to a consultant selection committee.
• This project is included in the Transportation Improvement Program with construction anticipated to begin in 2023, and designated as Section 13-00107-09-CH.

RESOLUTION
WHEREAS, Darrell Road, County Highway 44, is a designated route on the County highway system; and
WHEREAS, to ensure the free flow of traffic and the safety and welfare of the traveling public, Lake County believes it would be beneficial to improve the intersections of Darrell Road with Case Road and Neville Road with a roundabout and non-motorized improvements; and
WHEREAS, Phase III construction engineering services are required for these improvements; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide these Phase III construction engineering services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, STV Incorporated, Chicago, Illinois, are consulting engineers skilled in the provision of these Phase III construction engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and STV Incorporated, Chicago, Illinois, at a maximum amount of $693,205 for Phase III construction engineering services for improvements to the intersections of Darrell Road at Case Road and Neville Road, a draft copy of which is attached hereto.
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation.
BE IT FURTHER RESOLVED, that there is hereby appropriated $835,000 of Motor Fuel Tax funds for these Phase III construction engineering services, and designated as Section 13-00107-09-CH.
BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
