Title

Joint resolution authorizing an emergency appropriation in the amount of $1,008,844.66 for the Zion Stormwater Management Project by the Stormwater Management Commission (SMC) funded by the Federal Emergency Management Agency (FEMA) Fiscal Year (FY) 2022 Legislative Pre-Disaster Mitigation (LPDM) program through the Illinois Emergency Management Agency (IEMA).

 

Staff Summary

                     SMC has entered into an agreement with the IEMA for a grant (LPDM-PJ-05-IL-2022-005) to develop and implement the Zion Stormwater Management Project in Zion.

                     The amount of the grant agreement is $1,008,844.66 of which $720,435 is federal contributions and $288,409.66 is the required non-federal contributions.

                     The improvements at 26th Street include excavating stormwater basin and stream bank stabilization to create flood storage, and at the Shiloh Senior Center, the construction of a floodwall and berm, installation of storm drain, pump station, and rain garden for flood damage protection in Zion.

                     Emergency appropriations are needed for the project cost of $1,008,844.66 which is not included in the current fiscal year budget. SMC will use funding for project expenditures which will be reimbursed by the IEMA.

RESOLUTION

 

WHEREAS, the Stormwater Management Commission (SMC) has entered into an agreement with the Illinois Emergency Management Agency (IEMA) to develop and implement the Zion Stormwater Management Project, which includes design, engineering, construction, and final site restoration; and

 

WHEREAS, the SMC has authorized staff time for grant management and technical services toward the cost of implementing the Zion Stormwater Management Project grant; and

 

WHEREAS, the local units of government and SMC will provide the non-federal cost share in the form of cash, and in-kind services for project costs, and program administration revenue; and

 

WHEREAS, the SMC has entered into an agreement with IEMA to receive $1,008,844.66 for the LPDM Grant and this amount is not included in the current fiscal year budget.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $1,008,844.66 is hereby authorized in the Stormwater Management Commission Fund Revenue Account (212-4208104-45350-000-000-000-00000); for the FEMA Legislative Pre-Disaster Mitigation (LPDM-PJ-05-IL-2022-005) Program grant; and

 

BE IT FURTHER RESOLVED, that a corresponding emergency appropriation be made in the amount of $1,008,844.66 in the Stormwater Management Commission Fund Expense Account (212-4208104-79950-000-000-000-00000); for the FEMA Legislative Pre-Disaster Mitigation (LPDM-PJ-05-IL-2022-005) Program grant.
