RESOLUTION
WHEREAS, the Department of Housing & Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, Lake County received CDBG-CV relief funds and ESG-CV relief funds from HUD to prevent, prepare for, and respond to the spread of COVID-19; and
WHEREAS, CDBG-CV and ESG-CV reporting to HUD is included in the PY 2019 AAP regardless of the program year the activities are initiated; and
WHEREAS, the proposed seventh amendment to the PY 2019 AAP reallocates $367,654 of unspent CDBG-CV to Northern Illinois Food Bank (NIFB) for food distribution services.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the seventh amendment to the PY 2019 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended PY 2019 AAP.
