Joint resolution approving a contract with PFM, Philadelphia, Pennsylvania, for consulting services to conduct a comprehensive organizational and operational assessment of the Lake County Sheriff’s Office (LCSO), in the amount not to exceed $463,970.

 

Staff Summary

                     The County Administrator’s Office and the LCSO partnered on developing a request for proposal to complete a comprehensive organizational and operational assessment of the LCSO.

                     A request for proposals was extended to 34 vendors and sealed proposals were received from seven vendors. After interviews with the top three respondents, PFM has been identified as the firm whose proposal best meets the County’s needs.

                     The LCSO assessment will consist of two phases. In the first phase, the PFM team will review LCSO’s organization, management, and operations. At the core of PFM’s Phase 1 approach is a set of analyses that will identify the current strengths and weaknesses of LCSO’s management, internal processes, operations, and performance.

                     Upon the successful completion of Phase 1, the County reserves the right to enter a contract modification to compete Phase 2, which will provide an in-depth examination of key findings from the first phase with greater consideration for the fiscal impact of recommendations.

                     Phase 1 of the project is $463,970, of which $300,000 was included in the Fiscal Year (FY) 2022 Budget. The remaining amount will be funded from General Operating Expense (GOE) contingency.  Phase 2 - In-Depth Assessment is estimated at $332,130 and will be requested for approval as part of the FY 2023 budget.

RESOLUTION

 

WHEREAS, the County Administrator’s Office and the Lake County Sheriff’s Office (LCSO) partnered on developing a request for proposal to complete a comprehensive organizational and operational assessment of the LCSO; and

 

WHEREAS, a request for proposals was extended to 34 vendors and sealed proposals were received from seven vendors; and

 

WHEREAS, based on the criteria set forth in the Request for Proposals, the evaluation committee selected PFM, Philadelphia, Pennsylvania as the most favorable proposal for Lake County for consulting services to conduct a comprehensive organizational and operational assessment of the Lake County Sheriff’s Office; and

 

WHEREAS, the LCSO assessment will consist of two phases. In the first phase, the PFM team will review LCSO’s organization, management, and operations. At the core of PFM’s Phase 1 approach is a set of analyses that will identify the current strengths and weaknesses of LCSO’s management, internal processes, operations, and performance; and 

 

WHEREAS, upon the successful completion of Phase 1, the County reserves the right to enter a contract modification to compete Phase 2, which will provide an in-depth examination of key findings from the first phase with greater consideration for the fiscal impact of recommendations.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized for a contract with PFM, Philadelphia, Pennsylvania, for Phase 1 of the organizational and operational assessment of the Lake County Sheriff’s Office, in the amount not to exceed $463,970.
