Joint resolution authorizing a contract with Copenhaver Construction, Inc., Gilberts, Illinois, in the amount of $372,644 for culvert replacements on Cedar Lake Road and appropriating a supplemental amount of $190,000 of County Bridge Tax funds.

 

Staff Summary

                     Culverts 85 and 89, located on Cedar Lake Road, are at the end of their useful life and must be replaced.

                     The Lake County Board, by prior resolution at its meeting of November 9, 2021, appropriated $300,000 of County Bridge Tax funds for this work.

                     There was a public call for bids, and a total of four bids were received, ranging from $372,644 to $508,738.35, and the lowest responsible bidder is Copenhaver Construction, Inc., Gilberts, Illinois, in the amount of $372,644.

                     The contract includes an incentive to the contractor for opening the road early and a disincentive if the closure goes beyond specified calendar days, up to a maximum incentive of $40,000.

                     This project is included in the Transportation Improvement Program with construction in 2022, and designated as Section 20-00153-12-DR.

RESOLUTION

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for construction of the Cedar Lake Road culvert replacements, and designated as Section 20-00153-12-DR; and

 

WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on July 12, 2022, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and the lowest responsible bidder is Copenhaver Construction, Inc., Gilberts, Illinois, in the amount of $372,644 based on estimated quantities and unit prices; and

 

WHEREAS, the contract includes an incentive to the contractor for opening the road early and a disincentive if the closure goes beyond said specified calendar days; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of November 9, 2021, appropriated $300,000 of County Bridge Tax funds for culvert replacements on Cedar Lake Road, and designated as Section 20-00153-12-DR; and

 

WHEREAS, a supplemental appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Copenhaver Construction, Inc., Gilberts, Illinois, in accordance with their bid of $372,644, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the culvert replacements on Cedar Lake Road, and designated as Section 20-00153-12-DR.

 

BE IT FURTHER RESOLVED that the County Engineer, for the processing of contract change orders, is hereby authorized and directed to treat the awarded base construction cost as the low bid amount of $372,644 plus any detour incentives up to a maximum of $40,000.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated a supplemental amount of $190,000 of County Bridge Tax funds.
