Joint resolution approving the Program Year (PY) 2022 United States Department of Housing and Urban Development (HUD) Annual Action Plan (AAP) and authorizing an emergency appropriation in the amount of $188,162.41

 

Staff Summary

•                     Lake County is the recipient of HUD Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) entitlement funding.

•                     As a condition of entitlement funds HUD requires the development and submission of a Housing and Community Development AAP.

•                     The PY 2022 AAP includes annual funding recommendations totaling $2,841,821 CDBG, $2,449,882 HOME, and $222,592 ESG.

•                     The PY 2022 AAP was approved by the Lake County Housing and Community Development Commission (HCDC) on June 15, 2022.

•                     A total of $1,000 of LCAHP, $91,754.57 of CDBG and $95,407.84 of HOME program income has been generated and has not been previously appropriated.

•                     The program income received was the result of loan payments in the amount of $17,632.32, mortgage payoffs in the amount of $152,081.93, and $18,448.16 home sales proceeds.

RESOLUTION

 

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an AAP to govern the expenditure of federal entitlement funding; and

 

WHEREAS, the PY 2022 AAP details the expenditure of $2,841,821 of CDBG funds, $2,449,882 of HOME funds and $222,592 of ESG funds; and

 

WHEREAS, the Lake County Consortium Citizens Participation Plan (CPP) outlines the public process adhered to for the creation of the PY 2022 AAP; and

 

WHEREAS, in accordance with the Lake County CPP a series of public meetings were held to discuss the PY 2022 AAP including a public hearing at the June 15, 2022, meeting of the HCDC; and

 

WHEREAS, following the public hearing on June 15, 2022, the Lake County HCDC voted to approve the PY 2022 AAP.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that by this County Board of Lake County, Illinois, that the PY 2022 AAP is hereby approved and an emergency appropriation in the amount of $188,162.41 is hereby authorized in the Fiscal Year 2022 budget in the Fund 740 HUD Grants budget as detailed in the attachment; and

 

BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the PY 2022 AAP.
