R E S O L U T I O N
WHEREAS, 21st Street, County Highway 67, is a designated route on the County highway system; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the traveling public if the culvert under 21st Street, east of Delany Road, is replaced; and
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for construction of the 21st Street culvert replacement, and designated as Section 21-00176-06-DR; and
WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on May 10, 2022, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and the lowest responsible bidder is Campanella and Sons, Inc., Wadsworth, Illinois, in the amount of $781,374.27 based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of November 9, 2021, appropriated $25,000 of County Bridge Tax funds for the purchase of the real property determined to be necessary under this resolution, for right-of-way acquisition for this improvement and described in the said plats of highways and associated costs, and also appropriated $790,000 of County Bridge Tax funds for construction of this improvement, and designated as Section 21-00176-06-DR; and
WHEREAS, a supplemental appropriation of funds is necessary for the construction of this improvement.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Campanella and Sons, Inc., Wadsworth, Illinois, in accordance with their bid of $781,374.27, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for construction of the 21st Street culvert replacement, and designated as Section 21-00176-06-DR.
BE IT FURTHER RESOLVED that there is appropriated a supplemental amount of $150,000 of County Bridge Tax funds for the construction of this improvement, and designated as Section 21-00176-06-DR.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
