Joint resolution authorizing a contract with Superior Road Striping Inc., Melrose Park, Illinois, in the amount of $1,020,486.62 for the removal and replacement of pavement markings, and the removal and replacement of pavement markers on various County highways, which will be improved under the Illinois Highway Code for a total of 99.17 centerline miles, and appropriating $1,225,000 of Motor Fuel Tax funds.

 

Staff Summary

                     The County maintains over 300 total centerline miles and more than 900 total lane miles of pavement markings and pavement markers for medians, lane lines, and cross walks.

                     There was a public call for bids, and a total of three bids were received, ranging from $1,020,486.62 to $1,724,496.26, and the lowest responsible bidder is Superior Road Striping Inc., Melrose Park, Illinois, in the amount of $1,020,486.62.

                     This project is included in the Transportation Improvement Program, and designated as Section 22-00000-15-GM.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the removal and replacement of pavement markings on hot mix asphalt and concrete pavements, and replacement of missing/damaged recessed pavement markers on various County highways, which will be improved under the Illinois Highway Code for a total of 99.17 centerline miles, and designated as Section 22-00000-15-GM; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on May 10, 2022, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

Precision Pavement Markings, Inc.

Pingree Grove, Illinois

$1,094,089.75

 

Marking Specialists Corporation

Arlington Heights, Illinois

$1,724,496.26

 

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Superior Road Striping, Inc., Melrose Park, Illinois, their bid being $1,020,486.62 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Superior Road Striping Inc., Melrose Park, Illinois, in accordance with their bid of $1,020,486.62, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the removal and replacement of pavement markings, and the replacement of pavement markers on various County highways, which will be improved under the Illinois Highway Code, and designated as Section 22-00000-15-GM.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $1,225,000 of Motor Fuel Tax funds.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
