Staff Summary
• The current Lake County electricity rates and management services is expiring and there is a need to secure pricing.
• Purchasing identified a cooperative contract through Omnia Partners with TFS Energy Solutions, LLC d/b/a Tradition Energy that provides for management of the procurement process, contract review and negotiation assistance.
• In accordance with § 33.115 of the Lake County Purchasing Ordinance, Lake County may participate in a cooperative purchasing agreement for the procurement of goods and services in accordance with an agreement entered between the participants.
• Forecasts for the energy market are indicating an increase in cost for electricity due to natural gas storage in Illinois well below normal, exports from the United States of liquid natural gas at a maximum level and the increase in gasoline prices.
• For the past five years, Lake County has included the purchase of 50 percent Renewable Energy Credits (REC) that exceed the current requirement of the State of Illinois Renewable Portfolio Standard. Staff is looking for direction to include a bid alternate for RECs in the upcoming procurement.
• The commodity of electricity rates is a spot market commodity that requires contract execution within 24 hours of bids received. Therefore, this resolution authorizes the County Board Chair to enter into an agreement and to determine a fixed rate per kilowatt hour to the lowest responsive and responsible bidder, including up to 25 percent green energy if the cost increase in minimal.

RESOLUTION
WHEREAS, the current Lake County electricity rates and management services is expiring and there is a need to secure pricing.; and
WHEREAS, Purchasing identified a cooperative contract through Omnia Partners with TFS Energy Solutions, LLC d/b/a Tradition Energy that provides for management of the procurement process, contract review and negotiation assistance; and
WHEREAS, in accordance with § 33.115 of the Lake County Purchasing Ordinance, Lake County may participate in a cooperative purchasing agreement for the procurement of goods and services in accordance with an agreement entered between the participants; and.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,
Illinois that the County Board Chair is hereby authorized to enter into a contract with TFS Energy Solutions, LLC d/b/a Tradition Energy, Stamford, Connecticut for energy consulting to obtain electricity rate and management services in the annual estimated amount of $3,500,000 to the lowest responsive and responsible bidder.
