Joint resolution authorizing an amendment for funding for the Children's Advocacy Center's Department of Children and Family Services Program (DCFS) through an American Rescue Plan Act (ARPA) grant awarded by the Office of Personnel Management (OPM) to the Lake County Children's Advocacy Center, including an emergency appropriation of $57,900.84 in federal funds.

Staff Summary
* These funds for the Lake County Children's Advocacy Center's (LCCAC) grant will enable continuation of offering therapy, medical exam referrals and child victim advocacy in child abuse situations.
* The grant is administered through the OPM for the performance period of December 1, 2021 through June 30, 2022.
* The Lake County Children's Advocacy Center currently receives DCFS grant funding from OPM to support two Victim Advocate positions in the office. The Victim Advocates work with the child victims throughout the criminal justice process by providing them with advocacy, on-going support and addressing immediate needs.
* The additional funding of $57,900.84 will be used to fund a portion of the salary and benefits for a Forensic Interviewer and Multi-Disciplinary Team (MDT) Coordinator, MDT training, supplies and the salary for a full-time Administrative Specialist/Community Liaison for the period of December 1, 2021 through June 30, 2022. No county funds are required.
* If funding for these positions end, and new funding is not secured, the positions will be eliminated.

RESOLUTION

WHEREAS, the Office of Personnel Management (OPM) announced a funding increase of $57,900.84 for the continuation of the Lake County Children's Advocacy Center's Department of Children and Family Services (DCFS) grant which will provide support and advocacy to child abuse victims during the period of December 1, 2021 through June 30, 2022; and
