RESOLUTION

WHEREAS, the American Rescue Plan Act (ARPA) appropriated funding to Participating Jurisdictions (PJs) in the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnership Program (HOME) to address the need for homelessness assistance and supportive services; and

WHEREAS, the Lake County HOME Consortium (Consortium) is a qualifying PJ; and

WHEREAS, the Consortium consists of Lake County, the City of Waukegan and the City of North Chicago; and

WHEREAS, the Lake County HOME Consortium was awarded $6,025,377.00 (HOME-ARP); and

WHEREAS, the agreed upon Intergovernmental Agreement (IGA) sets framework for the allocation and administration of HOME-ARP funds; and

WHEREAS, the Consortium desires to a regional, collaborative approach to address homeless needs without geographic or jurisdictional restriction on funding allocations; and

WHEREAS, Lake County will serve as the lead entity and will assume responsibility for the development of an allocation plan and HUD compliance.
