Joint resolution approving the Fifth Amendment to Program Year (PY) 2021 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan (AAP).

Staff Summary
* HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program year.
* The Fifth amendment to the Program Year 2021 (PY21) AAP proposes Community Development Block Grant (CDBG) reallocations and a scope change to expedite project spending:
o Reallocation of $80,000 of CDBG funds from Thresholds to the City of Zion.
o Reallocation of $100,000 of CDBG funds from Community Youth Network to the Village of Round Lake Beach.
o Scope change request from Northern Illinois Recovery Community Organization (NIRCO) from a bathroom remodel to flooring improvements.
* The Fifth amendment to the PY21 AAP proposes a subrecipient change to provide additional financial benefit to the project:
o Subrecipient change request from the Debruler Company to AIM North.

RESOLUTION

WHEREAS, HUD requires the submission of an AAP to govern the expenditure of federal entitlement funding; and

WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and

WHEREAS, the objective of the proposed fifth amendment is to expedite CDBG project spending; and

WHEREAS, the proposed fifth amendment to the PY2021 AAP reallocates $80,000 of CDBG funds to the City of Zion and $100,000 of CDBG funds to the Village of Round Lake Beach to support sidewalk construction; and

WHEREAS, the proposed fifth amendment to the PY2021 AAP changes the subrecipient of the Mundelein Senior Housing Project from the Debruler Company to AIM North.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the fourth amendment to the PY 2021 AAP is hereby approved; and
