R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the replacement of existing culverts with a new single span bridge, resurfacing of Hart Road, and construction of a new multi-use path, which will be improved under the Illinois Highway Code, and designated as Section 18-00174-06-BR; and
WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on March 15, 2022, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Lorig Construction Company, Des Plaines, Illinois, their bid being $2,980,308.34 based on estimated quantities and unit prices; and
WHEREAS, the contract includes an incentive to the contractor for opening the road early and a disincentive if the closure goes beyond the planned 155 days; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Lorig Construction Company, Des Plaines, Illinois, in accordance with their bid of $2,980,308.34, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the replacement of existing culverts with a new single span bridge, resurfacing of Hart Road, and construction of a new multi-use path, and designated as Section 18-00174-06-BR; and
BE IT FURTHER RESOLVED that the County Engineer, for the processing of contract change orders, is hereby authorized and directed to treat the awarded base construction cost as the low bid amount of $2,980,308.34 plus any detour incentives up to a maximum of $50,000.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $3,580,000 of County Bridge Tax funds.
