Resolution authorizing the execution of the contract and by-laws of the Intergovernmental Personnel Benefit Cooperative (IPBC) and Lake County membership in the IPBC.

 

Staff Summary

                     The Finance & Administration Committee requested staff bring forward alternatives to employee benefit offerings to contain ongoing cost increases. Over the last two years, employee health insurance costs have risen 6.6 percent and 6.9 percent.

                     The Lake County Forest Preserve and other counties, municipalities, and special districts have moved to the IPBC to better manage health care costs and provide great service.

                     Membership requires participation in health, accident, and associated life insurance coverage from the Cooperative, except for employees in union-sponsored programs. The County Administrator with the advice and expertise of the Director of Human Resources will determine the use of the Cooperative for other benefits and insurances.

                     The IPBC has estimated the County would save up to $1,300,000 annually, based on the County’s current construct and vendors, by joining the Cooperative.

                     The IPBC was previously discussed under file #22-0009 and is being brought back for consideration.

RESOLUTION

 

WHEREAS, a number of Illinois units of local government and Sub-Pools have entered into an intergovernmental agreement and created the Intergovernmental Personnel Benefit Cooperative, (IPBC); and

 

WHEREAS, the IPBC has existed for several decades and has provided benefit coverages for the officers and employees of many Illinois municipalities, counties, and other units of local government; and

 

WHEREAS, Lake County wishes to become a Member of the IPBC; and

 

WHEREAS, the obligation of membership requires, by means of this Resolution, the adoption and acceptance by the County Board of the Contract and By-Laws of the IPBC as an intergovernmental contractual obligation to which the County will become bound.

 

NOW, THEREFORE, BE IT RESOLVED, BY THE LAKE COUNTY BOARD, LAKE COUNTY, ILLINOIS, as follows:

 

SECTION 1:  Lake County, as of the starting date at which admission to membership was or is granted by the IPBC Board of Directors, shall become a Member of that intergovernmental cooperative.

SECTION 2: The terms and conditions of that membership shall be such terms and conditions as were imposed by the Board of Directors of the IPBC through the contractual obligations under the terms of the Contract and By-Laws of the IPBC as such document currently exists and as it may be amended in accordance with its terms. The County assumes such terms and conditions upon approval of this Resolution.

SECTION 3: The County Administrator, through the Director of Human Resources, is directed to execute any documents necessary to indicate the membership of Lake County in or elect optional benefits and insurances available through the IPBC.

SECTION 4: This Resolution shall be in full force and effect upon its approval.
