Joint resolution endorsing the updated Ride Lake County Title VI Program.
Staff Summary
• Section 601 of Title VI of the Civil Rights Act of 1964 states the following: “no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.”
• As a recipient of federal transit funding, Lake County is required to maintain a Title VI Program which outlines the notice and process should any patron feel the federally funded paratransit service is in violation of Title VI of the Civil Rights Act.
• This resolution endorses the Ride Lake County Title VI Program, which has been updated to reflect the change to a borderless Countywide paratransit service.

R E S O L U T I O N
WHEREAS, Lake County receives federal transit funds from the Regional Transportation Authority (RTA) to support the Ride Lake County paratransit service; and
WHEREAS, as a recipient of federal transit funding, the RTA requires that Lake County endorse a Title VI Program ensuring that “no person in the United States shall on the grounds of race, color, or national origin, be excluded from participation in, denied the benefits of, or subjected to discrimination under any program or activity receiving federal financial assistance”; and
WHEREAS, the current Title VI Program outlines the notice and process should any patron feel the federally funded paratransit service is in violation of Title VI of the Civil Rights Act of 1964; and
WHEREAS, the current Title VI Program was endorsed by the County Board on September 18, 2019; and
WHEREAS, upon establishment of the new Ride Lake County service as a borderless paratransit service, the current Title VI program needs to be updated to reflect the change in service operations.
NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that the draft Ride Lake County Title VI Program, a copy is attached hereto, is hereby received and endorsed.
