Joint resolution approving the Fourth Amendment to Program Year (PY) 2021 U.S. Department of Housing and Urban Development (HUD) Annual Action Plan (AAP).
Staff Summary
• HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program year.
• The fourth amendment to the Program Year 2021 (PY21) AAP proposes the following changes.
o Reallocation of Community Development Block Grant (CDBG) funding ($513,421) to support infrastructure improvements in qualifying census tracts within the City of North Chicago.
o Proposed CDBG funded improvements include, but are not limited to, sewer lining, water main replacement and drainage/flood improvements.

RESOLUTION
WHEREAS, HUD requires the submission of an AAP to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, the proposed fourth amendment to the PY2021 AAP reallocates $513,421 of City of North Chicago CDBG funding from streetscaping ($50,000), sidewalk repair ($35,000) and City Hall accessibility improvements ($428,421) to City-wide infrastructure improvements ($513,421);
WHEREAS, the types of infrastructure improvements include, but are not limited to, sewer lining, water main replacement and flood improvements.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the fourth amendment to the PY 2021 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended PY 2021 AAP.
