• The initial annual cost to procure 25 in-car cameras, software, and unlimited storage is $62,400. There is an ongoing software maintenance and storage cost for years two through five at $62,400 annually for a total five-year cost of $312,000.
• There is a need to procure 25 additional in-car video cameras, software, and digital media evidence storage in marked vehicles for the Lake County Sheriff’s Office (LCSO).
• There are currently 25 marked squad cars in Highway Patrol that do not have a video system.
• With the current passing of HB3653 it is imperative that we have in-car cameras installed and working in all Sheriff’s marked squads.
• In accordance with section 10-101 of the Lake County Purchasing Ordinance, a joint purchasing agreement offered by Axon, Scottsdale, AZ through Sourcewell, will be used to procure the Axon camera system, which would allow for an integrated camera system with the Axon body cameras used by law enforcement and the jail.

RESOLUTION
WHEREAS, there is a need to procure 25 additional in-car cameras, software and digital media evidence storage in marked vehicles for the Lake County Sheriff’s Office (LCSO); and
WHEREAS, there are currently 25 marked squad cars in Highway Patrol that do not have a video system and in FY21 the 25 in-car camera expansion was denied; and
WHEREAS, with the current passing of HB3653 it is imperative that we have in-car cameras installed and working in all Sheriff’s marked squads; and
WHEREAS, the LCSO identified a joint purchasing agreement Sourcewell to procure the Axon camera system, which would allow for an integrated camera system with the Axon body cameras already in use since 2017 as well as the jail body cameras in use since 2021; and
WHEREAS, in accordance with Section 10-101 of the Lake County Purchasing Ordinance, the County Purchasing Division has identified a competitively solicited and awarded cooperative purchasing contract for telecommunications services offered by Axon, Scottsdale, AZ, through Sourcewell; and
WHEREAS, the Sheriff’s Office will enter into a five-year agreement with Axon for the Axon camera system; said agreement will be in effect from March 2022 through March 2027; and,
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract Axon Enterprise, Inc., Scottsdale, AZ. The initial cost to procure 25 in-car cameras, unlimited video storage, and software is $62,400. There is an ongoing software maintenance cost for years two through five at $62,400 annually for a total five-year cost of $312,000.
