Resolution renaming 14^th Street, from Victoria Avenue to Sheridan Road, to Audrey Nixon Boulevard in conjunction with the improvements to 14^th Street, from Illinois Route 131 to Sheridan Road.

Staff Summary

•                     14^th Street is being improved from Illinois Route 131 to Sheridan Road.

•                     14^th Street, from Illinois Route 131 to Victoria Avenue, is currently under municipal jurisdiction (cities of North Chicago and Waukegan) and from Victoria Avenue to Sheridan Road is a designated route on the County highway system.

•                     At its November 13, 2018 meeting, the County Board approved the jurisdictional transfer of 14^th Street, from Illinois Route 131 to Victoria Avenue, from the respective municipalities to the County as County Highway 78. This jurisdictional transfer is planned to take place upon completion of construction.

•                     Both the City of North Chicago and City of Waukegan passed resolutions renaming their respective segment of 14^th Street as Audrey Nixon Boulevard. 

•                     It is recommended that the remaining segment of 14^th Street, from Illinois Route 131 to Sheridan Road, be renamed for consistency and to facilitate wayfinding in the area.

R E S O L U T I O N

WHEREAS, 14^th Street, from Illinois Route 131/Green Bay Road to Victoria Avenue, is currently under the jurisdiction of the City of North Chicago, except for the north half of 14^th Street, from west of Dugdale Road to Glenn Drive, which is under the jurisdiction of the City of Waukegan; and

WHEREAS, 14^th Street, County Highway 78, from Victoria Avenue to Sheridan Road, is a designated route on the County highway system; and

WHEREAS, at its November 13, 2018 meeting, the County Board approved the jurisdictional transfer of 14^th Street, between Illinois Route 131/Green Bay Road to Victoria Avenue, from the municipalities to Lake County; and

WHEREAS, the jurisdictional transfer will become effective upon completion of the 14^th Street improvement project; and

WHEREAS, both the City of North Chicago and the City of Waukegan passed resolutions to formally rename 14^th Street to Audrey Nixon Boulevard, from Illinois Route 131/Green Bay Road to Victoria Avenue; and

WHEREAS, it is recommended that the remainder of 14^th Street, County Highway 78, from Victoria Avenue to Sheridan Road, be renamed Audrey Nixon Boulevard for consistency and to better facilitate wayfinding in the area; and

WHEREAS, in accordance with 55 ILCS 5/5-1067, the County Board may name or change the name of any road in the county highway system under its jurisdiction.

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the roadway known as 14^th Street, County Highway 78, in its entirety between Victoria Avenue to Sheridan Road, be renamed Audrey Nixon Boulevard.

BE IT FURTHER RESOLVED, that the County Engineer is hereby authorized and directed to notify the landowners adjacent to said roadways, the City of North Chicago and City of Waukegan, the Lake County Clerk and Recorder of Deeds, the Illinois Department of Transportation, the United States Post Office, School Districts, Emergency Response personnel and others as deemed necessary of said road name changes.
