Joint discussion of regulatory options for open burning and consolidated waste hauling services for unincorporated Lake County.

 

Staff Summary

                     Since 2019, the Lake County Board Energy and Environment Committee has had discussions regarding possible alternatives to the open burning of landscape for residents of the unincorporated area.

                     In May 2020, the Lake County Temporary Emergency Public Nuisance Ordinance was enacted in response to the pandemic. The temporary ordinance was extended throughout 2020 and the County Board reinstated it with certain exemptions earlier this year. It is now set to expire on October 12, 2021.

                     Coinciding with the reinstated temporary ordinance this spring, staff have explored alternatives for landscape waste disposal and solicitated public input through a variety of platforms that include a website, an informational meeting, public surveys, and emailed comments.

                     Staff will present a summary of the options available for the franchising of waste hauling services and open burning regulations, as well as the public engagement results, for Committee discussion and direction.
