Staff Summary
• The Lake County Board, at its January 14, 2014 meeting, approved an appropriation of $1,770,000 of ¼% Sales Tax for Transportation funds and a consultant agreement with Christopher B. Burke Engineering Ltd., Rosemont, Illinois, at a cost of $1,472,132.74, for Phase I engineering services at the intersections of Wadsworth Road at Dilleys Road, US Route 41, and Kilbourne Road.
• Change Order Number Three includes additional engineering to process the project in compliance with Section 6(f) of the Land and Water Conservation Act.
• Change orders need to be approved by the standing committees for cumulative net increases over 10 percent.
• The sum of all contract change orders to date is $743,728.80, which represents a 50.5 percent increase over the original awarded contract amount.
• This project is included in the Transportation Improvement Program and designated as Section 13-00999-47-ES and 18-00999-47-WR.

R E S O L U T I O N
WHEREAS, Wadsworth Road, County Highway 17 is a designated route on the County highway system; and
WHEREAS, Wadsworth Road, at the intersections of Dilleys Road, US Route 41, and Kilbourne Road needs to be improved; and
WHEREAS, the Lake County Board, at its January 14, 2014 meeting, approved an appropriation of $1,770,000 of ¼% Sales Tax for Transportation funds for engineering services for the intersection improvements of Wadsworth Road at Dilleys Road, US Route 41, and Kilbourne Road; and
WHEREAS, the Lake County Board, at its September 11, 2018 meeting, approved a supplemental appropriation of $260,000 of ¼% Sales Tax for Transportation funds and Change Order Number One in the amount of $512,004.95 for additional engineering services necessary for the intersection improvements of Wadsworth Road at Dilleys Road, US Route 41, and Kilbourne Road; and
WHEREAS, this project is currently under contract with Christopher B. Burke Engineering Ltd., Rosemont, Illinois, in the amount of $1,984,137.69; and
WHEREAS, Change Order Number Two was a zero-sum change order approved by the County Engineer; and
WHEREAS, Change Order Number Three, in the amount of $231,723.85, is needed for additional engineering services to the original contract; and
WHEREAS, a supplemental appropriation of funds is necessary for the additional scope of engineering services; and
WHEREAS, the Lake County Purchasing Ordinance requires the Public Works, Planning and Transportation Committee and the Finance and Administrative Committee to approve change orders with cumulative totals above 10% of the original contract.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a supplemental appropriation of $232,000 of ¼% Sales Tax for Transportation funds for these additional engineering services for the intersection improvement of Wadsworth Road at Dilleys Road, US Route 41, and Kilbourne Road, approving Change Order Number Three in the amount of $231,723.85, and designated as Section 13-00999-47-ES and 18-00999-47-WR.
BE IT FURTHER RESOLVED that this resolution being presented to the Lake County Board for approval, the Public Works, Planning, and Transportation Committee, and Finance and Administrative Committee hereby have approved Change Order Number Three.
