Staff Summary
• SMC has entered into an agreement with the IEMA for a grant (FEMA-4461-02P-DR-IL) for the five-year update of the Lake County All-Natural Hazard Mitigation Plan.
• The plan will be developed through a cooperative effort between SMC, Lake County Emergency Management Agency, and 52 municipalities.
• Emergency appropriations are needed for the project cost of $67,500 which is not included in the current year budget. SMC will use funding for project expenditures which will be reimbursed by the IEMA.

RESOLUTION
WHEREAS, the Lake County Stormwater Management Commission is undertaking the development of a FEMA approved and adopted multi-jurisdictional Lake County All-Natural Hazard Mitigation Plan which addresses natural hazards that may impact Lake County and identifies mitigation measures to reduce the loss of life and property, human suffering, economic disruption, and disaster assistance costs resulting from natural disasters; and
WHEREAS, the multijurisdictional Lake County All Natural Hazards Mitigation Plan is required to be updated every five years by FEMA for Lake County and participating municipalities to be eligible to receive any state or federal mitigation funding for projects or operational enhancements; and
WHEREAS, the Stormwater Management Commission has entered into an agreement with the Illinois Emergency Management Agency to conduct activities and provide services for the update to the Lake County All-Natural Hazard Mitigation Plan; and
WHEREAS, the Stormwater Management Commission has authorized staff time for grant management and technical services toward the cost of completing the update of the Lake County All-Natural Hazard Mitigation Plan; and
WHEREAS, the Stormwater Management Commission has entered into an agreement with IEMA to receive $67,500 from the FEMA Hazard Mitigation Grant Program and this amount is not included in the current year budget.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $67,500 in the Stormwater Management Commission budget is hereby authorized in expense budget account 212-4208075-79940-000-000-000-00000 for the FEMA Hazard Mitigation Grant Program Lake County All-Natural Hazard Mitigation Plan update project; and
BE IT FURTHER RESOLVED, that a corresponding emergency appropriation in the amount of $67,500 in the Stormwater Management Commission budget is hereby authorized in revenue budget account 212-4208075-45340-000-000-000-00000 for the FEMA Hazard Mitigation Grant Program grant; and
