Joint resolution authorizing a contract with Copenhaver Construction, Gilberts, Illinois, in the amount of $297,081 for the reconstruction of the Lake County Division of Transportation’s (LCDOT) visitor parking lot, located at 600 West Winchester Road, Libertyville, Illinois, and appropriating $356,500 of Matching Tax funds.

 

Staff Summary

                     The existing visitor parking lot at the Lake County Division of Transportation (LCDOT) is in need of rehabilitation.

                     To promote infiltration of storm water and improve water quality, the parking lot will be reconstructed with porous asphalt pavement and the existing sidewalks will be replaced with permeable brick pavers.

                     The project will also include construction of a rain garden with native plantings and the installation of other landscaping.

                     There was a public call for bids, and a total of six bids were received, ranging from $297,081 to $394,440.15, and the lowest responsible bidder is Copenhaver Construction, Gilberts, Illinois, in the amount of $297,081.

                     The LCDOT visitor parking lot reconstruction project is included in the Transportation Improvement Program, with construction in 2021, and designated as Section 19-00214-26-MG.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the reconstruction of the LCDOT visitor parking lot, located at 600 West Winchester Road, Libertyville, Illinois, and designated as Section 19-00214-26-MG; and 

 

WHEREAS, pursuant to said publication and calling for said bid, sealed bids were received and opened on July 13, 2021, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Copenhaver Construction, Gilberts, Illinois, their bid being $297,081 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Copenhaver Construction, Gilberts, Illinois, in accordance with their bid of $297,081 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder for the reconstruction of the LCDOT visitor parking lot, and designated as Section 19-00214-26-MG.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $356,500 of Matching Tax funds.
