• The intersection of Gilmer Road and Midlothian Road will be improved with additional through lanes, turn lanes, drainage improvements, and non-motorized improvements.
• The project will also resurface West Sylvan Drive, with reimbursement from Fremont Township.
• The construction cost for these improvements is estimated to be $14,592,452.
• This project is included in the Transportation Improvement Program with construction planned to begin in late 2021, and designated as Section 10-00079-16-CH.

R E S O L U T I O N
WHEREAS, Gilmer Road, County Highway 26, is a designated route on the County highway system; and
WHEREAS, to ensure the free flow of traffic and the safety and welfare of the traveling public, Lake County, the Illinois Department of Transportation, Village of Hawthorn Woods, Ela Township Road District, and Fremont Township Road District believe it would be beneficial that the intersection of Gilmer Road and Midlothian Road be improved, inclusive of non-motorized improvements and the resurfacing of West Sylvan Drive; and
WHEREAS, the County Board, at its meeting on April 13, 2021, authorized agreements between Lake County and the Village of Hawthorn Woods, Ela Township Road District, and Fremont Township Road District, stating terms and conditions for installation of non-motorized facilities and the resurfacing of West Sylvan Drive, which is under the jurisdiction of the Fremont Township Road District; and
WHEREAS, plans, specifications, and estimates of costs for this improvement have been completed; and
WHEREAS, this project will proceed to a letting and construction is planned to begin in 2021, pending final permit approvals; and
WHEREAS, before a construction letting can be held, an appropriation of funds is needed.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that there is hereby appropriated $17,515,000 of ¼% Sales Tax for Transportation funds, for the intersection improvement of Gilmer Road and Midlothian Road, inclusive of non-motorized improvements and the resurfacing of West Sylvan Drive, and designated as Section 10-00079-16-CH.
