Joint resolution authorizing a contract with Alliance Contractors, Inc., Woodstock, Illinois, in the amount of $233,808.41 for sidewalk and curb ramp improvements at the Quentin Road at Illinois Route 22 intersection, and appropriating $281,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     This work includes sidewalk and curb ramp improvements constructed to meet current Americans for Disabilities Act (ADA) standards at all four intersection corners.

                     This work will also include signal improvements and pavement markings to accommodate the pedestrian facilities at the intersection.

                     There was a public call for bids, and a total of six bids were received, ranging from $233,808.41 to $348,248.65, and the lowest responsible bidder is Alliance Contractors, Inc., with a contract amount of $233,808.41.

                     The Village of Lake Zurich is responsible for 20 percent of the sidewalk extension cost and will own and maintain the sidewalk after construction in accordance with the Lake County Division of Transportation’s Non-Motorized Travel Policy.

                     This improvement is included in the Transportation Improvement Program, and designated as Section 20-00090-16-SW.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the sidewalk and curb ramp improvements at the Quentin Road at Illinois Route 22 intersection, and designated as Section 20-00090-16-SW; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on May 11, 2021, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Alliance Contractors, Inc., their bid being $233,808.41 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Alliance Contractors, Inc., in accordance with their bid of $233,808.41 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the sidewalk and curb ramp improvements at the Quentin Road at Illinois Route 22 intersection, and designated as Section 20-00090-16-SW.

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $281,000 of ¼% Sales Tax for Transportation funds.
