Staff Summary
• The $2,333,333 Illinois Primary Health Care Association grant will be used to support salaries, fringe benefits, computer, operational and medical supplies, computer equipment, contractual services, telecommunications, education, and training.
• The $2,333,333 in additional grant funding has not been previously appropriated because the grant resources were secured after the County’s adoption of the Fiscal Year (FY) 2021 budget.
• The grant award will be for the period February 1, 2021 through December 31, 2021.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Clinical Operations Unit; and
WHEREAS, these dollars will provide a legitimate increase in services to Lake County with no impact on local taxes; and
WHEREAS, this grant will be used for 44 new temporary positions that will be eliminated if or when this grant’s funding is no longer available and no other funding source outside of property tax dollars has been identified; and
WHEREAS, this grant amount totaling $2,333,333 has not been previously appropriated, having been awarded after adoption of the FY 2021 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $2,333,333 is hereby authorized in the Health Department budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
Illinois Primary Health Care Association - Pandemic Health Navigator Program, $2,333,333.
