• The watermain infrastructure in the area of the Hawthorn Hills Square is more than 35 years old, and several main breaks have impacted normal business operations of the shopping center. Two existing water service mains are located under the shopping center buildings, which makes it difficult for repair and maintenance.
• This project will include the installation of a new watermain and new water service connections to the shopping center buildings, and the water service pipes under the buildings will be abandoned.
• The County received bids from 10 contractors for this work ranging from $555,997.50 to $899,775. Award of this contract is recommended to the lowest responsive responsible bidder, Copenhaver Construction Inc., in the amount of $555,997.50.

RESOLUTION
WHEREAS, the County of Lake (County) owns, operates and maintains water mains throughout the County including the Hawthorn Hills Square watermains in the Southeast Central Lake Facilities Planning area; and
WHEREAS, these water mains have been in continuous service since 1986, and have had several watermain breaks; and
WHEREAS, removal and replacement of existing watermains was found to be feasible; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Hawthorn Hills Square Watermain Replacement Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to 10 contractors; and
WHEREAS, 10 sealed bids were received and publicly opened via a zoom meeting in the office of the Purchasing Department on Friday, February 26, 2021, at 11:00 a.m.; and
WHEREAS, Copenhaver Construction Inc., Gilberts, Illinois is the lowest responsive, responsible bidder in the amount of $555,997.50; nine other bids were received ranging in amounts from $625,644 to $899,775.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with, Copenhaver Construction Inc., in the amount of $555,997.50 for the Hawthorn Hills Square Watermain Replacement Project.
