Joint resolution approving the Program Year (PY) 2021 United States Department of Housing and Urban Development (HUD) Annual Action Plan (AAP) and authorizing an emergency appropriation in the amount of $81,605.74.
Staff Summary
• Lake County is the recipient of HUD Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) entitlement funding.
• As a condition of entitlement funds HUD requires the development and submission of a Housing and Community Development AAP.
• The PY 2021 AAP includes annual funding recommendations totaling $4,299,274 CDBG, $2,122,834 HOME, $225,934 ESG and $381,531 Lake County Affordable Housing Program (LCAHP) Funds.
• The PY 2021 AAP includes amendments to prior year projects including changes to project scope, project expansion, grant consolidation and allocation of new revenue made available through program income and prior year funds.
• The PY 2021 AAP was approved by the Lake County Housing and Community Development Commission (HCDC) on April 14, 2021.
• A total of $15,856 of LCAHP, $26,141.69 of CDBG and $39,608.05 of HOME program income has been generated and has not been previously appropriated.
• The program income received was the result of loan payments in the amount of $15,000 and mortgage payoffs in the amount of $66,605.74.

RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, the PY 2021 AAP details the expenditure of $4,299,274 of CDBG funds, $2,122,834 of HOME funds and $225,934 of ESG funds; and
WHEREAS, the Lake County Consortium Citizens Participation Plan (CPP) outlines the public process adhered to for the creation of the PY 2021 AAP; and
WHEREAS, in accordance with the Lake County CPP a series of public meetings were held to discuss the PY 2021 AAP including a public hearing at the April 14, 2021 meeting of the Lake County Housing and Community Development Commission (HCDC); and
WHEREAS, following the public hearing on April 14, 2021 the Lake County HCDC voted to approve the PY 2021 AAP.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that by this County Board of Lake County, Illinois, that the PY 2021 AAP is hereby approved and an emergency appropriation in the amount of $81,605.74 is hereby authorized in the Fiscal Year 2021 budget in the Fund 740 HUD Grants budget as detailed in the attachment; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the PY 2021 AAP.
