Joint resolution authorizing a contract with Campanella and Sons, Inc., Wadsworth, Illinois, in the amount of $2,610,260.43 for the intersection improvement of Fairfield Road at Monaville Road and appropriating $3,195,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     The intersection of Fairfield Road at Monaville Road will be improved with a roundabout.

                     There was a public call for bids, and a total of four bids were received, ranging from $2,610,260.43 to $3,374,580.34, and the lowest responsible bidder is Campanella and Sons, Inc., in the amount of $2,610,260.43.

                     The project requires a 90-day closure of the intersection to construct the roundabout, and the contract includes an incentive to the contractor for opening the road early and a disincentive if the closure goes beyond the planned 90 days.  

                     The detour incentive is $5,000 per day for a maximum of 10 days and the disincentive is $6,500 per day without a maximum. Reducing the duration of the closure is a direct benefit to motorists including first responders and area schools.

                     This project is included in the Transportation Improvement Program with construction planned to begin in 2021, and designated as Section 15-00120-06-CH.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for intersection improvements of Fairfield Road at Monaville Road, and designated as Section 15-00120-06-CH; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 16, 2021, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Campanella and Sons, Inc., their bid being $2,610,260.43 based on estimated quantities and unit prices; and

 

WHEREAS, the project requires a 90-day closure of the intersection in order to construct the roundabout; and

 

WHEREAS, the contract includes an incentive to the contractor for opening the road early and a disincentive if the closure goes beyond the planned 90 days; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Campanella and Sons, Inc., in accordance with their bid of $2,610,260.43, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for intersection improvements of Fairfield Road at Monaville Road; and designated as Section 15-00120-06-CH.

 

BE IT FURTHER RESOLVED that the County Engineer, for the processing of contract change orders, is hereby authorized and directed to treat the awarded base construction cost as the low bid amount of $2,610,260.43 plus any detour incentives up to a maximum of $50,000.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $3,195,000 of ¼% Sales Tax for Transportation funds.
