Joint resolution authorizing the renewal of two State’s Attorney’s Prosecutor Based Victim Services programs, through a Victim of Crime Act (VOCA) grant awarded by the Illinois Criminal Justice Information Authority (ICJIA), including $179,258 in federal funds.

 

Staff Summary

                     This VOCA victim assistance grant renewal is for two Prosecutor Based Victim Services programs administered through ICJIA for the performance period of January 1, 2021 through December 31, 2021.

                     Funding for one program began in 1991 and the second program began in 2010. These grants are renewed on an annual basis. In 2018, both grant programs were combined into one grant contract.

                     The focus of this grant is to provide advocacy services to the currently under-served sexual assault, misdemeanor domestic violence, elder abuse and aggravated battery victim populations.

                     Grant funds are allocated to cover 81 percent of the grant-assigned Sexual Assault Victim Witness Coordinator’s (VWC) salary and benefits, 100 percent of the grant-assigned Domestic Violence VWC salary and benefits, training and program brochures. Additional program costs will be covered by grant match.

                     Sources of program funding include federal funds in the amount of $179,258 ($81,521 for the Sexual Assault VWC program, $93,547 for the Domestic Violence VWC program and $4,190 for training and program brochures). Matching funds in the amount of $44,822 includes $20,380 for the Sexual Assault VWC program ($7,755 from the State’s Attorney’s Asset Forfeiture Fund and $12,625 in County contribution as budgeted in the State’s Attorney’s budget); and in-kind matching funds of $24,442 as budgeted in the State’ Attorney’s budget, for a program total cost of $224,080.

RESOLUTION

 

WHEREAS, ICJIA has announced the recommendation of the continuation of the State’s Attorney’s Prosecutor Based Victim Services programs, through a Victim of Crime Act (VOCA) grant, with an 12-month renewal that includes $179,258 in federal funds to provide advocacy services to victims of sexual assault and domestic violence during the period of January 1, 2021, through December 31, 2021; and

 

WHEREAS, the grant program will fund 81 percent of the salary and benefits for a full-time Sexual Assault Victim/Witness Coordinator (VWC) in the Specialized Victims Division, and is comprised of $81,521 in federal funds and a required match of $20,380 for a total of $101,901; and

 

WHEREAS, the grant program will fund 100 percent of the salary and benefits for a full time Victim/Witness Coordinator (VWC) in the Misdemeanor Domestic Violence Division, and is comprised of $93,547 in federal funds; and

 

WHEREAS, additional program expenses include training and program brochures and is comprised of $4,190 in federal funds and will need to be appropriated; and

 

WHEREAS, additional match requirements include $24,442 of in-kind match funding, as budgeted in the State’s Attorney’s budget; and

 

WHEREAS, the grant renewal must be formally accepted by Lake County.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that VOCA Program Agreement #219444 with ICJIA for the Lake County State’s Attorney’s Prosecutor Based Victim Services programs in the amount of $224,080 for the period of January 1, 2021, through December 31, 2021, is hereby accepted; and

 

BE IT FURTHER RESOLVED, that grant program salary and in-kind match expenses are already included in the State’s Attorney’s budget; and

 

BE IT FURTHER RESOLVED, that grant revenue in the amount of $81,521 from ICJIA, will be deposited into account # 101-3311010-45334, matching funds of $7,755 from account 760-3318010 will be deposited into account # 101-3311010-45970, and matching funds of $12,625, budgeted in the approved State’s Attorney’s budget will be charged to grant management center 101-3311010; and

 

BE IT FURTHER RESOLVED, that grant revenue in the amount of $93,547 from ICJIA, will be deposited into account # 101-3330030-45334; and

 

BE IT FURTHER RESOLVED, that an appropriation in the amount of $4,190 is hereby authorized in State’s Attorney’s expenditure account 101-3330030-79950 and revenue account 101-3330030-45334; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
