Staff Summary

                     The Oak Terrace Water System serves 15 properties through a small pipe network deeded to Lake County Public Works in 1985. The water distribution system is supplied by two wells with below ground storage tanks on small parcels located in front of private residences.

                     Due to the age of the water system and the inability to construct above ground storage tanks on the existing parcels the existing Oak Terrace Wells will be abandoned and replaced with the existing West Oak Middle School Well and a secondary well that will be constructed on the school site. In addition, new above ground storage tanks will be constructed in the new well house after the new permanent well is drilled.

                     The project will be completed in two stages. The first stage is drilling test wells for the second well on the West Oak Middle School site. The school district is supportive of the project and an agreement has been drafted and signed. A contractor will drill test wells and determine if the location and productivity meet LCPW’s requirements.

                     The County received a bid from one contractor for the work to drill the test wells in the amount of $232,675.

                     Award of this contract is recommended to the lowest and only responsive responsible bidder, Great Lakes Water Resources, Inc., in the amount of $232,675.

R E S O L U T I O N

 

WHEREAS, the County of Lake (County) owns, operates and maintains the Oak Terrace water system; and

 

WHEREAS, the water system is served by two public wells, with below ground storage tanks, that were deeded to Lake County in 1985 and the wells have not been significantly rehabbed since that time, the well storage tanks need to be brought above grade for IEPA compliance and the existing parcels do not allow enough space for above ground tank storage; and

 

WHEREAS; the final design and number of residences that can be served is dependent on the water production capacity of the new well. A test well must be drilled to determine whether the proposed location and aquifer is productive enough to meet the demand of the school and the residents; and

 

WHEREAS; After the test well is drilled and capacity is determined a new well house, storage tanks and water distribution system will be advertised under a separate bid; and

 

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Oak Terrace Water System Test Well Drilling Project; and

 

WHEREAS, subsequent to said publication, invitations to bid were extended to five contractors; and

 

WHEREAS, one sealed bid was received and publicly opened via a Zoom meeting in the office of the Purchasing Department on Tuesday, December 15, at 2:00 p.m.; and

 

WHEREAS, Great Lakes Water Resources Group, Inc., is the sole responsive, responsible bidder in the amount of $232,675.00; and

 

WHEREAS, Great Lakes Water Resources Group, Inc. is a responsive and reasonable bidder. 

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Great Lakes Water Resources Group, Inc., Joliet, Illinois in the amount of $232,675.00 for the Oak Terrace Water System Test Well Drilling Project.
