Staff Summary

                     Through an Intergovernmental Agreement (IGA) 21 public safety entities (PSE’s) have agreed to participate in the 9-1-1 Consolidation Implementation Planning Project.

                     The IGA between participating PSE’s agrees to use Lake County as its administrative agent for entering into contracts, making payments, receiving dues or other revenue, and for providing financial accounting and reports.

                     Participating PSE”s have contributed to the 9-1-1 Consolidation Project Fund to cover project costs to include a project manager and 9-1-1 consultant services.

                     The Board (through the IGA) has supported the establishment of a two-tier governance structure (governance committees) to serve as the decision-making body on behalf of all participating entities.

                     The evaluation committee and the governance committees agree that it is in the best interest of Lake County (on the Consortium’s behalf) to contract with Crowe LLP for Phase Four of this project, the contract negotiation stage.

                     Funding is a combination of Consortium and Lake County funds.

RE: Contract Modification to the agreement with Crowe LLP of Oak Brook, Illinois

 

1.  Through an Intergovernmental Agreement (IGA) twenty-one public safety entities (PSE’s) have agreed to participate in the 9-1-1 Consolidation Implementation Planning Project.

 

2. The IGA between participating PSEs agrees to use Lake County as the administrative agent for entering into contracts, making payments, receiving dues or other revenue, and for providing the financial accounting and reports as required.

 

3.  Participating PSEs have contributed to the 9-1-1 Consolidation Project Fund to cover project costs to include a project manager and consultant services.

 

4. The Board has supported the establishment of interim two-tier governance structure to serve as the decision-making body on behalf of all participating communities.

 

5. In accordance with Article 8, Section 101 (2) of the Lake County Purchasing Ordinance, this Change Order is germane to the original contract as signed and is in the best interest of Lake County it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification Number One.

 

6. This resolution authorizes Contract Modification One with Crowe, LLC in an amount of $67,750 for contract negotiation.
