Resolution amending the Video Gaming Revenue (VGR) Policy.

 

Staff Summary

                     On August 13, 2013, the Lake County Board adopted the Lake County Video Gaming Ordinance, thereby permitting lawful video gaming within unincorporated areas of Lake County.

                     On September 13, 2016, the Lake County Board approved the Video Gaming Revenue (VGR) Policy (“the Policy”) which established a framework for: (1) capturing video gaming administrative, legal, and enforcement costs; and (2) evaluating and possibly funding social programs, projects (excluding capital improvements), and/or services that benefit Lake County residents.

                     The Policy specifies that periodic revisions may be undertaken through periodic review of the Policy by the Committee; the first such revision (Revision One) was adopted by the County Board in July 2018.

                     With funding from VGR, United Way established 211, a phone number and text service to connect residents to human services information and referrals.

                     In order to provide for ongoing, dedicated funding support for this critical infrastructure for the human services system, an amendment has been prepared to the Policy (Revision Two) based on prior Committee feedback.

RESOLUTION

 

WHEREAS, the Illinois Video Gaming Act (230 ILCS 40) establishes a 30-percent tax on gross terminal revenue, of which one-sixth is distributed to the governing body where the revenue was generated; and

 

WHEREAS, on August 13, 2013, the Lake County Board adopted the Lake County Video Gaming Ordinance, thereby permitting lawful video gaming within unincorporated areas of Lake County; and

 

WHEREAS, on September 13, 2016, the Lake County Board adopted the Lake County Video Gaming Revenue Policy (“the Policy”), thereby creating a standardized process for the use of Lake County’s video gaming revenue; and

 

WHEREAS, the Policy provides that periodic amendments to the Policy may be executed on the basis of Committee review; and

 

WHEREAS, on July 10, 2018, the Lake County Board adopted an initial amendment (Revision One) to the Policy’s standardized process for the use of video gaming revenue the Video Gaming Revenue Policy; and

 

WHEREAS, the Lake County Board desires an additional set of revisions (Revision Two) to the standardized process for the use of video gaming revenue to specifically provide a dedicated funding source for the operation of a countywide 211 system.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the attached Revision Two of the video gaming revenue policy be approved.
