RESOLUTION
WHEREAS, HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern the expenditure of federal funding; and
WHEREAS, HUD announced a second allocation of Emergency Solutions Grant (ESG-CV2) Program funding through the CARES Act to Lake County in the amount of $1,520,868.00; and
WHEREAS, the purpose of the additional ESG-CV2 funding is to address community needs arising from the COVID-19 pandemic; and
WHEREAS, applications for ESG-CV2 funding were received on September 14, 2020; and
WHEREAS, applications were reviewed and approved by the Homelessness Advisory and Recommendation Committee on September 25, 2020; and
WHEREAS, the proposed fourth amendment to the Program Year 2019 (PY19) AAP allocates $1,520,868.00 (Catholic Charities - $212,539, A Safe Place - $400,000, Nicasa - $300,000, Kids Above All - $232,731, Lake County Haven - $20,000, PADS Lake County - $203,512 and Lake County Community Development - $152,086) of ESG-CV2 funding; and
WHEREAS, the allocation of these funds requires an amendment to the Program Year 2019 (PY 2019) AAP; and
WHEREAS, the HCDC, at its meeting on October 14, 2020, recommended approval of this amendment to the PY 2019 AAP; and
WHEREAS, it is necessary to establish a budget emergency appropriation for both the new revenue and offsetting expenses to execute the programs established in the AAP; and
