• Established in 1987, the Lake County Children’s Advocacy Center (LCCAC) is where children are brought for a forensic interview when there has been an allegation of sexual abuse, severe physical abuse or a child has been a witness to a major crime. The LCCAC is a child-focused center that coordinates the investigation and prosecution of these cases.
• This is an application for a SFY 2020 CESF grant from the Children’s Advocacy Centers of Illinois.
• The LCCAC, through the Lake County State’s Attorney’s Office, is eligible to apply for $30,000 in SFY 2020 CESF grant funds.
• The grant term is for one year, starting September 1, 2020 through August 31, 2021.
• The LCCAC will use $30,000 towards personnel ($12,000) and supply ($18,000) expenses related to the COVID-19 pandemic.
• Annually, the Lake County Children’s Advocacy Center provides any additional salary and fringe benefit costs related to victim advocate personnel expenses not covered by grant funds by reimbursing the State’s Attorney’s Office. This CESF funding will help to offset COVID-19 related loss of revenue (reduced court fines/fees and fundraising ability) that the LCCAC has experienced.

RESOLUTION
WHEREAS, the Children’s Advocacy Centers of Illinois has announced the Lake County Children’s Advocacy Center is eligible to receive a State Fiscal Year 2020 CESF Grant for the period September 1, 2020, through August 2021; and
WHEREAS, the CESF grant funds of $30,000 will provide the Lake County Children’s Advocacy funding to use towards personnel and supply expenses created by the COVID-19 pandemic; and
WHEREAS, personnel funds have already been appropriated in the Fiscal Year 2020 State’s Attorney budget; and
WHEREAS, it is necessary to appropriate $18,000 of the $30,000 SFY 2020 CESF Grant in the State’s Attorney’s budget for the CESF grant supplies; and
WHEREAS, the State’s Attorney’s Office recommends that the Chairman of the County Board, the State’s Attorney and the Treasurer be authorized to execute the necessary documents to apply for, accept and execute the grant.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the application, acceptance and execution of a SFY 2020 Coronavirus Emergency Supplemental Fund grant for the Lake County Children’s Advocacy Center, for the period of September 1, 2020 through August 31, 2021, is hereby authorized; and
BE IT FURTHER RESOLVED, the personnel expenses are already appropriated in the State’s Attorney’s approved FY 2020 budget in accounts 101-3302010-51110, 51240, 74080, 74100, 74110, 61040, 79950, with offsetting revenue budgeted in account 101-3302010-45334; and
BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $18,000 is hereby authorized for the SFY 2020 CESF grant in expenditure account 101-3302010-79950, with offsetting revenue to be deposited in account 101-3302010-45334; and
BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and
BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized execute the necessary documents to apply for, accept and execute the grant.
