• Public Works provides sewer service throughout portions of Lake County and undertakes rehabilitation of deteriorated and aging sanitary sewer systems.
• As part of the County’s shared services initiative, Public Works has been working closely with the County Administrator’s Office to identify shared service opportunities.
• In 2020, an invitation to bid on sewer lining was extended by the Village of Mt. Prospect on behalf of the participating Municipal Partnering Initiative (MPI) group members Mt. Prospect, Glencoe, Glenview and Winnetka.
• Hoerr Construction, Inc. submitted the lowest responsive and responsible bid.
• Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants.
• Lake County Public Works Department coordinated with members of the MPI group through their Sewer Lining Program to obtain the same 2020 contract pricing.
• Hoerr Construction, Inc. submitted a quote to Lake County Public Works in the amount of $107,210.80 for 3,868 feet of sanitary sewer lining and associated work in the Fox Lake (Stanton Point) area.
• Hoerr Construction, Inc. submitted a quote to Lake County Public Works in the amount of $165,123.60 for 5,906 feet of sanitary sewer lining and associated work in the Diamond Lake (West Shore) area.
• The combined total for the work covered by both quotes is $272,334.40.
• This resolution authorizes the execution of a contract with Hoerr Construction, Inc. in the amount of $272,334.40.

R E S O L U T I O N
WHEREAS, Lake County owns, operates and maintains several sanitary sewer systems within the County; and
WHEREAS, Public Works provides sewer service throughout portions of Lake County and undertakes rehabilitation of deteriorated and aging sanitary sewer systems; and
WHEREAS, as part of the County’s shared services initiative, Public Works has been working closely with the County Administrator’s Office to identify shared service opportunities; and
WHEREAS, in 2020 an invitation to bid on sewer lining was extended by the Village of Mount Prospect on behalf of the participating Municipal Partnering Initiative (MPI) group members Mount Prospect, Glencoe, Glenview and Winnetka; and
WHEREAS, Hoerr Construction, Inc., Goodfield, IL submitted the lowest responsive and responsible bid; and
WHEREAS, in accordance with Section 10-101 of the Lake County Purchasing Ordinance, a cooperative purchasing contract with Hoerr Construction, Inc. has been identified for the services; and
WHEREAS, Lake County Public Works Department coordinated with members of the MPI group through their sewer lining program to obtain the same 2020 contract pricing; and
WHEREAS, Hoerr Construction, Inc. submitted a quote to Lake County Public Works in the amount of $107,210.80 for sanitary sewer lining in the Fox Lake (Stanton Point) area.
WHEREAS, Hoerr Construction, Inc. submitted a quote to Lake County Public Works in the amount of $165,123.60 for sanitary sewer lining in the Diamond Lake (West Shore) area.
WHEREAS, the combined total for the sanitary sewer lining and associated work covered by both quotes is $272,334.40.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Hoerr Construction, Inc., in the amount of $272,334.40 for 2020 Sanitary Sewer Lining.
