Joint resolution authorizing Modification Number One for Agreement Number 20021 with Donohue and Associates, Inc., Sheboygan, Wisconsin, to provide final design services for the Supervisory Control and Data Acquisition system in the Southeast and former Lakes Region systems.
Staff Summary
• Lake County Public Works operates a robust Supervisory Control and Data Acquisition (SCADA) system. The system allows for wireless communication and data collection among the various Lake County Public Works water and wastewater systems. This results in less drive time and fewer miles driven, benefiting the environment. The data repository is used to make data driven decisions on system functionality.
• In July 2020, the Lake County Board authorized a contract with Donohue and Associates, Inc. for the initial phase of the Phase III SCADA agreement in the amount of $69,680.
• The initial agreement for preliminary engineering services was intended to be amended to include final engineering and system integration services in the future, which is consistent with the County’s experience in multi-phase professional contracts.
• This contract modification will provide final engineering design services for the remote sites that will be connected to the SCADA network in the amount of $82,595.
• The additional scope of work will include design of electrical panels, communication equipment and any additional time required to upgrade the control equipment of the remote sites.
• Contract Modification Number One increases the amount of Engineering Design Services contract by $82,595 from $69,680 to $152,275.
• In accordance with Article 8, Section 101 (1) of the Lake County Purchasing Ordinance it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification Number One.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains over 150 water and wastewater facilities throughout the County, which require differing levels of automated control and data acquisition; and
WHEREAS, the County’s Department of Public Works has developed a master plan for Supervisory Control and Data Acquisition (SCADA) improvements that incorporates a multi-year, multi-phase project plan to assist with said data acquisition; and
WHEREAS, the Department of Public Works has developed the SCADA Improvements Phase III Project that will install and implement SCADA improvements at approximately 30 facilities in the southeast region of the County and approximately 20 facilities in the northwest region of the County; and
WHEREAS, the technical nature of the SCADA network requires continuous engagement from the consultant from preliminary analysis through the construction phases of this project; and
WHEREAS, the best approach for this project was determined to be a multi-phase agreement to allow for the engineering consultant to be responsible for analysis, design and project management throughout all stages of the project to ensure the final product is a SCADA network that Public Works staff can effectively utilize; and
WHEREAS, in July 2020, the Lake County Board authorized a contract with Donohue and Associates, Inc., Sheboygan, Wisconsin for preliminary design of the SCADA system for the Southeast region and the former Lakes Region lift stations in the amount of $69,680; and
WHEREAS, Donohue and Associates, Inc. has completed a preliminary analysis for this project and Final Design engineering is the next phase; and
WHEREAS, the Final Design engineering to be performed by Donohue and Associates, Inc. will require a contract modification for the SCADA Phase III Project; and
WHEREAS, Contract Modification Number One increases the amount of the Engineering Design services contract by $82,595 from $69,680 for a total of $152,275; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County that the Purchasing Agent is hereby authorized and directed to execute Contract Modification Number One for Professional Services with Donohue and Associates, Inc., in the amount of $82,595 for professional engineering design services associated with the SCADA Improvements Phase III Project.
BE IT FURTHER RESOLVED, by this County Board of Lake County that this multi-phase agreement will be further amended in the future to include the system integration services phases of the SCADA Improvements Phase III Project, subject to further County Board action.
