Joint resolution authorizing an agreement with BLA, Inc., Itasca, Illinois, for Phase II design engineering services for the resurfacing of 33rd Street, Kenosha Road, and Russell Road, at a maximum cost of $254,640, and appropriating $305,000 of Motor Fuel Tax funds.

 

Staff Summary

                     These resurfacing improvements have been identified within the County’s pavement management system and are included in the Transportation Improvement Program.                     

                     A consulting firm will be utilized to complete these engineering services.

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

                     The selected firm has a satisfactory past relationship with the Lake County Division of Transportation.

                     The selected, and recommended, firm is BLA, Inc., Itasca, Illinois, at a cost of $254,640.

                     This project is included in the Transportation Improvement Program with constructed targeted in 2021, and designated as Section 20-00999-72-RS.

 

Body

R E S O L U T I O N

 

WHEREAS, 33rd Street, County Highway 50, Kenosha Road, County Highway 53, and Russell Road, County Highway 19, are designated routes on the County highway system; and

 

WHEREAS, it would be beneficial for the safety and welfare of the motoring public if 33rd Street, Kenosha Road, and Russell Road, could be resurfaced; and

 

WHEREAS, it is recommended that a consultant engineering firm be employed to provide Phase II design engineering services for said proposed resurfacing; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and

 

WHEREAS, BLA, Inc. are consultant engineers skilled in the provision of said Phase II design engineering services.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that BLA, Inc., Itasca, Illinois, be employed to provide said Phase II design engineering services for a maximum cost of $254,640, and that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and directed to execute on behalf of Lake County an agreement, a draft copy of said agreement attached hereto, for consultant engineering services with BLA, Inc., Itasca, Illinois, and such authorization shall include any necessary subsequent amendments. 

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $305,000 of Motor Fuel Tax funds for these engineering services, and designated as Section 20-00999-72-RS.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation.

 

BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
