Joint resolution authorizing emergency appropriations for Fiscal Year (FY) 2020 for the local match portion of three Stormwater Management Commission projects in the amount of $210,771 as well as the remaining funds available of $270,063 previously dedicated by the County Board for floodplain buyouts in prior years.
Staff Summary
• The floodplain buyout funds were inadvertently not “carried over” from FY 2019 into FY 2020.
• This emergency appropriation re-appropriates the funds for their intended purpose.
• $210,771 is proposed for local match of three known FEMA grants and the remainder will be utilized for additional flood-prone property buyouts.

RESOLUTION
WHEREAS, certain project funding that meets that definition of a carryover and is allowable for transfer from one year to the next budget year was inadvertently missed in the year end process for FY 2019; and
WHEREAS, this funding is critical to Stormwater Management Commission’s ability to implement floodplain buyout projects; and
WHEREAS, pursuant to budget policies in applying for direct match for grant opportunities that joint committee approval is obtained, and Stormwater has identified three such projects in the attached memo for a total of $210,771 in local match required; and
WHEREAS there are additional funds available for this purpose for future projects that must be reappropriated.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $480,834 for the specified grants and for future projects is hereby authorized as detailed in the attached listing, which is hereby made a part of this resolution.
