Title

Joint resolution authorizing a contract with H and H Electric Company, Franklin Park, Illinois, in the amount of $178,115.80 for upgrades and expansion of the Intelligent Transportation System (ITS) PASSAGE Network and appropriating $214,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     This work will include the replacement and upgrade of remote-controlled video systems and video encoders.

                     Maintenance of existing traffic signals, traffic control and protection, and the installation of outdoor network cable are also included in this project.

                     The added alternative bidding process was used for this letting.

                     A total of two bids were received, ranging from $178,115.80 to $246,861 and the lowest responsible bidder is H and H Electric Company, in the amount of $178,115.80.

                     This improvement is included in the transportation improvement program with construction beginning in 2020 and continuing into 2021, and designated as Section 20-00268-22-TL.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the replacement and upgrade of remote-controlled video systems, video encoders, outdoor network cable, maintenance of existing traffic signals, traffic control and protection; and

 

WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternatives A, B, C and D work, with a total contract award limit of $200,000; and

 

WHEREAS, added Alternative A consists of Lake County Division of Transportation (LCDOT) intersection improvements; Bonner Road at Old Rand Road and Gilmer Road at Fairfield Road; and

 

WHEREAS, added Alternative B consists of LCDOT intersection improvements; Big Hollow Road at Frontage Road and Washington Street at Lake Street; and

 

WHEREAS, added Alternative C consists of LCDOT intersection improvements; Deep Lake Road at Grass Lake Road and Hart Road at Barrington High School; and

 

WHEREAS, added Alternative D consists of LCDOT intersection improvements; Almond Road at Washington Street and Washington Street at O’Plaine Road; and

 

WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on August 11, 2020, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; and

 

WHEREAS, a tabulation of said bids compared to the total contract award limit of $200,000 resulted in the work to be done consisting of the base bid work and Alternatives A through D work, the combined bid tabulations being as follows:

Meade Electric Company, Inc.

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is H and H Electric Company, their bid being $178,115.80 based on estimated quantities and unit prices; and

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said H&H Electric Company, Franklin Park, Illinois, in accordance with their bid of $178,115.80 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder for installation of new remote-controlled video systems, video encoders, outdoor network cable, maintenance of existing traffic signals, and traffic control and protection included in this project, along various routes in Lake County and Alternatives A through D, as described above, and designated as Section 20-00268-22-TL.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $214,000 of ¼% Sales Tax for Transportation funds.
