RESOLUTION
WHEREAS, HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern the expenditure of federal funding; and
WHEREAS, program income is periodically generated from on-going federally funded programs; and
WHEREAS, an amendment to an AAP is required to allocate program income; and
WHEREAS, a total of $71,970.50 of Community Development Block Grant (CDBG) and $20,374.80 of HOME program income has been generated in Program Year 2020 (PY20); and
WHEREAS, the proposed 1st amendment to the PY20 AAP allocates the program income to; $20,374.80 of HOME to Community Partners for Affordable Housing (CPAH) for Down Payment Assistance, $11,970.50 of CDBG to CPAH for Owner Occupied Rehabilitation and $60,000 of CDBG to Youth Conservation Corps. for affordable housing rehabilitation and resale; and
WHEREAS, the Housing and Community Development Commission (HCDC), at its meeting on July 15, 2020, recommended approval of this amendment to the PY20 AAP.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that this first amendment to the 2020 HUD Action Plan is hereby approved.
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or her designee is hereby authorized to execute the necessary documents to implement these changes and to complete the amendment process.
