Staff Summary
• The CARES Act appropriated up to $5,000,000,000 in Community Development Block Grant (CDBG-CV) to assist in the response to the COVID pandemic.
• As an entitlement community Lake County received $1,709,120 of CDBG-CV funds from the first allotment of this funding which includes funding received on behalf of the City of North Chicago.
• Lake County and the City of North Chicago have entered into a Joint Agreement stating that Lake County shall administer CDBG funding on behalf of the City.
• The Third Amendment to the PY 2019 Annual Action Plan (AAP) includes $117,296 of North Chicago’s CDBG funds to support COVID-19 relief in the form of fire and police equipment ($47,296), food banks ($30,000), homeless shelter ($30,000) and housing information and referral services ($10,000).

RESOLUTION
WHEREAS, HUD requires the submission of an Annual Action Plan and associated amendments to govern the expenditure of federal funding; and
WHEREAS, the passing of the CARES Act has resulted in the allocation of $1,709,120 of Community Development Block Grant (CDBG-CV) and $777,472 of Emergency Solution Grant (ESG-CV) funds to Lake County; and
WHEREAS, the purpose of the additional CDBG-CV and ESG-CV funding is to address community needs arising from the COVID-19 pandemic; and
WHEREAS, a portion of the CDBG-CV funds received by Lake County is on behalf of the City of North Chicago; and
WHEREAS, Lake County and the City of North Chicago have entered into a Joint Agreement stating that Lake County shall administer CDBG funding on behalf of the City; and
WHEREAS, the second amendment to the PY 2019 AAP was approved by the Lake County Board on May 12, 2020 and allocated $1,591,824 of CDBG-CV and $777,472 of ESG-CV funding; and
WHEREAS, the proposed third amendment to the PY 2019 AAP allocates the City of North Chicago’s CDBG-CV funding to support fire equipment (City of North Chicago - $47,296), food banks (Northern Illinois Food Bank - $30,000), homeless shelter (PADS of Lake County - $30,000) and housing information and referral services (United Way 211 - $10,000); and
WHEREAS, the allocation of these funds requires an amendment to the Program Year 2019 (PY 2019) Annual Action Plan (AAP); and
WHEREAS, the Housing and Community Development Commission (HCDC), at its meeting on July 15, 2020, recommended approval of this amendment to the PY 2019 AAP.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that this third amendment to the 2019 HUD Action Plan is hereby approved.
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or their designee is hereby authorized to execute the necessary documents to implement these changes and to complete the amendment process.
